If you’re familiar with George Orwell’s novel entitled 1984, then you’ll have an idea about the concept that Big Brother is always watching you. This is also the case with the No Contact Apprehension Policy where closed-circuit television (CCTV) cameras monitor the traffic flow as well as heedless motorists.

The Manila Traffic and Parking Bureau (MTPB) reported that the city’s No Contact Apprehension Policy has netted 14,880 traffic violators as of January 21, 2021. MTPB said that its cameras caught violations involving obstruction of the pedestrian lane, disregarding lane markings, and disregarding traffic lights.
MTPB added that motorists tend to occupy lanes that are exclusively for either right- or left-turning vehicles only. Moreover, there are motorists who tend to proceed and drive through an intersection even if the traffic light is still in red, which obviously means full stop.
As of this writing, the MTPB has already served 6,570 notices of violation to motorists caught by the city’s CCTV cameras. Manila City’s No Contact Apprehension Policy was implemented last December 7, 2020. This enables MTPB to catch traffic violations using CCTV cameras.

Manila Mayor Francisco “Isko Moreno” Domagoso said that the city’s No Contact Apprehension Policy is “the most modern traffic rules enforcement system adopted in the Philippines.” The city’s CCTV uses high definition HD cameras with signature laser tracking technologies that are installed in key locations in Manila. The cameras are on duty 24 hours a day, seven days a week.
As previously reported, Manila City has a total of 36 CCTV cameras for its No Contact Apprehension Policy. The CCTV cameras take a snapshot of the motorist’s license plate that is forwarded to the MTPB. Then, the MTPB cross-references the license plate to the vehicle’s information from the Land Transportation Office database.
