DOTr, SMC sign toll agreement for SALEX project

The Department of Transportation (DOTr) announced that it successfully held the signing of the Project Supplemental Toll Operations Agreement (STOA) with the San Miguel Corporation (SMC) for the Southern Access Link Expressway (SALEX).

The SALEX gets green light

Proposed with four sections, the upcoming SALEX aims to reduce traffic congestion in EDSA, South Luzon Expressway (SLEX), and other major roads in Metro Manila. It will also provide direct access to the New Manila International Airport (NMIA) in Bulacan which recently received backing from the Dutch government.

The construction of the expressway project will generate jobs which is important in bouncing back from the disruptions brought by the pandemic. According to the agency, it will work closely with SMC and Toll Regulatory Board (TRB) to spur economic development in the National Capital Region (NCR), as well as in Central Luzon.

Here is the list of sections under the SALEX project as per the DOTr:

  • C3-R10 Extension – connects the Metro Manila Skyway Stage 3 (MMSS3) at Sgt. Rivera in Quezon City to the proposed Shoreline Expressway at R-10.
  • Shoreline Expressway – starts from Ayala Bridge passing along Ayala Boulevard, San Marcelino St., Padre Faura St., A Mabini St., Pedro Gil St., and Roxas Boulevard.
  • Quirino Extension – connects MMSS3 at the Quirino Interchange to the proposed Shoreline Expressway and in Roxas Boulevard through an elevated structure.
  • Buendia Extension – connects Ninoy Aquino International Airport (NAIA) Expressway to the intersection of Gil Puyat Avenue and Roxas Boulevard, the MMSS3, and EDSA.

The agreement signing follows the recent signing of the South Luzon Expressway Toll Road 5 (SLEX TR5). It is a 417-km long expressway that will link the Province of Quezon and Bicol via its seven segments. This project is also a crucial part of completing the Luzon Spine Expressway (LSEN) Program, a massive expressway that aims to reduce the travel time between Ilocos and Bicol from 20 minutes to nine hours.
