The Land Transportation Office (LTO) is making the process of motor vehicle (MV) registration renewal more seamless via online registrations, which is said to complete transactions from five to 10 minutes only.
LTO is improving its services for the convenience of motorists
An important part of online MV registration is having a Land Transportation Management System (LTMS) account. On the other hand, you can also renew your driver’s license using the LTMS.
Once you are registered on the government agency’s online portal, here are the five steps to complete the process:
- You must acquire an MV Certificate of Coverage (COC) from your preferred insurance company (IC). The COC will be electronically transmitted to your LTMS.
- Of course, you still need to bring your car to a Private Motor Vehicle Inspection Center (PMVIC) to check its roadworthiness. Upon completion of the inspection, the report will be electronically transmitted to LTMS by PMVIC.
- Go online again and start your MV registration renewal application on the LTO portal.
- Once you made online payments, the system will generate the Official Receipt (OR), which will be sent to your email.
- The online MV registration is now complete. Note that first-timers need to go to an LTO district office first. You must have a record first, which will be done by LTO personnel. After having your first online record and the details have been reflected in the system, you can now register your MV on the LTMS on your own the following year.

Moreover, the LTO rolled out the following conditions that must be followed for online MV registration:
- Online MV registration is only applicable to plain renewal
- An LTO portal account is a must
- MV due for renewal must be linked to the registered LTO portal account
- Last MV renewal transaction must be completed using LTMS
- MV owner in Certificate of Registration (CR) must be the current owner
- PMVIC must be used to acquire an inspection report
- MV details must be updated to include the latest plate issuance
- COC (insurance) must be transmitted or validated by the insurance commission.
