Metro Manila LGUs approve single ticketing for traffic violations

The National Capital Region’s (NCR) local government units, through their respective mayors, have given the go-signal for the proposed single ticketing system to be implemented across Metro Manila.

This was announced by the Metropolitan Manila Development Authority (MMDA) in a post on its Facebook page, following a meeting of the Metro Manila Council (MMC) at the MMDA’s headquarters in Pasig City. 

Motorists are advised to take note of the following violations that will have penalties to be enforced uniformly across all Metro Manila local government units: 

• Disregarding traffic signs
• Illegal parking (attended or unattended)
• Number coding UVVRP
• Truck ban
• Light truck ban
• Reckless driving
• Unregistered motor vehicle
• Driving without license
• Tricycle ban
• Obstruction
• Dress code for motorcycle riders
• Overloading
• Defective motorcycle accessories
• Unauthorized modifications
• Arrogant/Discourteous conduct for drivers
• Loading and unloading in prohibited zones
• Illegal counterflow
• Overspeeding

In addition, the following special laws will also be observed: 

• Seat Belts Use Act of 1999
• Child Safety in Motor Vehicles Act
• Mandatory Use of Motorcycle Helmet Act
• Children’s Safety on Motorcycles Act of 2015
• Anti-Distracted Driving Act
• Anti-Drunk and Drugged Driving Act

The adoption of the single ticketing system across all jurisdictions in the metropolis is part of the Metro Manila Traffic Code of 2023. This allows the MMDA, Land Transportation Office (LTO), and the different Metro Manila cities to have an interconnected system in their efforts to improve traffic flow. 

“This is a historic moment for all of us because after more than 20 years, Metro Manila is finally adopting the single ticketing system that will highly benefit our motorists,” according to MMDA Acting Chairman Atty. Romando Artes. He adds that the under the single ticketing system, licenses of erring drivers will not be confiscated during apprehension. It will also give them the option to pay fines through electronic means.     

LTO traffic enforcers have begun undergoing training in the use of the handheld devices for apprehending traffic violators

San Juan City Mayor and MMC President Francis Zamora said that LGUs in NCR will need to pass their respective ordinances in connection with the Metro Manila Traffic Code before March 15, 2023. This is in line with the objective of implementing the single ticketing system within the first quarter of the year.  

MMDA and LTO officials, as well as the different traffic enforcement heads in Metro Manila, previously approved the Metro Manila Traffic Code’s final draft on January 19.
