The National Capital Region (NCR) draws closer to having a single ticketing system across its cities as the Metro Manila Traffic Code’s final draft has been approved.

This was announced by the Metropolitan Manila Development Authority (MMDA) on its Facebook page. The MMDA worked with the Land Transportation Office (LTO) and the NCR’s various traffic bureau heads in greenlighting the proposed code.
In a meeting held Thursday, the technical working group finalized the 20 most common traffic violations which will carry the same penalties anywhere in Metro Manila. The penalties will be imposed uniformly by all NCR local government units (LGUs). Interconnectivity requirements with the LTO’s Land Transportation Management System (LTMS) were also discussed.
MMDA Acting Chairman Atty. Romando Artes pledged that his agency will fund the purchase of hardware and information technology requirements to ensure the seamless and simultaneous rollout of the LGU’s integration with the LTMS.

He adds that the proposed single ticketing system is the answer to a number of issues raised in the petition against the no-contact apprehension policy (NCAP) which is currently pending with the Supreme Court, as well as the issue of confiscation of driver’s licenses.
Under the single ticketing system, apprehended motorists can pay the fines using digital payment channels or e-wallets.
Meanwhile, San Juan City Mayor and Metro Manila Council (MMC) President Francis Zamora said that the unanimous approval of the Metro Manila Traffic Code will be discussed further at the next MMC meeting.
“We are confident that the metro mayors will pass a resolution approving this. After the council’s approval, each LGU will have to draft or amend their respective ordinances adapting standardized fines on the identified common traffic violations,” he noted.
The NCAP continues to be suspended, with oral arguments at the Supreme Court scheduled for January 24
As for other offenses not stipulated in the traffic code, both Artes and San Juan emphasized that it will be up to the individual LGUs to draft their own measures as part of their local autonomy.
The proposed single ticketing system is expected to be fully implemented within the first quarter of 2023.
