The Land Transportation Office (LTO) announced that the validity of driver’s licenses, student’s licenses, and conductor’s licenses that will be expiring in October has been extended until December 31, 2021.

Also included for validity extension were the LTO medical certificates issued by LTO accredited medical clinics that are needed to renew the said licenses.
As to why these licenses were given an extension once again, the LTO said that it is due to the prevailing quarantine restrictions in the country. On that note, licenses that will expire in November and the following months are not included in the aforementioned validity extension.
Remember also that the LTO already had previous license validity extensions announced in the previous month. Specifically, those licenses expiring from August 1 to September 30 still have until November 30 to renew.
Even before that, licenses that expired during the length of the last enhanced community quarantine (ECQ) were already given an extension back on September 30. To that end, we can assume that the usual penalties and late fees will be paid if you have missed the September 30 deadline.
For those whose licenses will or have expired in October, you have a lot of time to work with
Apart from extending the validity of LTO issued licenses, the said agency has also extended the validity of the registration of cars with plates ending in 0. They now have until December 31, 2021 to renew their registration.
For your reference, the last ECQ ended on August 20, 2021. Currently, the Inter-Agency Task Force (IATF) is already using the new community quarantine classification system, with which Metro Manila is placed under Alert Level 4. The said status is in place for the capital until October 15.
In relation to that, COVID-19 is still very much a present danger despite the reduction of the daily number of active cases. To this end, we urge people to follow health and safety protocols when visiting their preferred LTO branches to renew their licenses.
