The Land Transportation Office (LTO) is one with the country as it temporarily ceased its operations due to the implementation of modified enhanced community quarantine (MECQ) which will last until April 30. This is an initiative by the government agency to help curb the further spread of the COVID-19 virus.
In line with this, the LTO announced that it has extended the validity of student permit, driver’s license, and conductor’s license that expired within the period of the enhanced community quarantine (ECQ) and MECQ (or from March 29 to April 30). The extended validity will be until July 31, 2021.

LTO said that the extended validity of student permits, driver’s licenses, and conductor’s licenses are for those individuals residing in ECQ and MECQ areas. This includes NCR, Cavite, Laguna, Bulacan, and Rizal. Due to the ongoing implementation of the MECQ, all of the government agency’s offices in the said areas are temporarily closed until further notice.
Motorists raised questions regarding the validity extension asking whether their medical certificate and temporary operator’s permit (TOP) will be extended as well. LTO clarified the concerns by saying that the validity of both documents is extended as these expired within the period of the ECQ and MECQ.
TOPs are extended as well
To further clarify the issue, LTO released its guidelines regarding the extended validity of TOPs in NCR, Bulacan, Cavite, Laguna, City of Santiago, Isabela, Quirino Province, ABRA in CAR, Rizal, and Municipality of Pateros. TOPs are given to traffic violators to allow them to drive after their driver’s license is confiscated by an LTO traffic enforcer. See the extended dates the government agency provided below.
