In a recent statement, the Automobile Association of the Philippines (AAP) expressed that the Motor Vehicle Inspection Systems (MVIS) that are provided by Private Motor Vehicle Inspection Centers (PMVICs) should be optional during the pandemic.
Inline with its objectives, the AAP is standing up for Filipino motorists
This comes after the Land Transportation Office’s July 5, 2021 memorandum circular, which states that it is indeed required for car registration. Also, the Department of Transportation is now implementing it starting on July 26, 2021.
With that said, AAP says that this is an additional financial burden to motorists during the COVID-19 pandemic. It also stressed that the MVIS should also be reasonably priced so it can be more accessible to more Filipinos.
Furthermore, the entity said that there is an alleged lack of transparency surrounding the selection of private companies involved with setting up PMVICs. This of course caused speculations of corruption and cronyism.
In connection to this, AAP also cited the numerous social media posts regarding the dubious mechanics and processes in operating the PMVIC, specifically their equipment. Of note, there were some cases before those brand-new luxury vehicles were given a failing grade.
The aforementioned organization isn’t totally against it, however, since AAP also mentioned that “an effective PMVIC” can indeed help curb the number of road accidents specifically caused by automotive mechanical problems.
The MVIS might be a good idea, but it implementing it now might not be ideal
As mentioned, the AAP thinks that the implementation of the MVIS in the midst of the pandemic is indeed ill-timed and so it further states that requiring MVIS should only be resumed only after when the economy has recovered.
The aforementioned new car inspection system should also be promoted and communicated to car owners effectively. Doing so will further drive in the “importance of having one’s car professionally checked before renewing its LTO registration,” as doing so will drastically improve road safety.
For those unaware, the AAP is a motoring club. It is the largest and oldest of its kind in the country, and it is classified as a non-stock, non-profit organization. Its primary mission is to ensure the welfare of motorists in the country.
