After using a student permit issued by the Land Transportation Office (LTO) for some time, the next logical step would be acquiring a Non-professional or Non-pro driver’s license, right? Let’s face it, you won’t stay a student forever, and that a student permit has a lot of limitations that just won’t do for an adult driver.

With that being said, here are non pro license requirements for 2022 that you’ll need to make your transition from being a student permit holder to a non pro driver license holder a bit easier. We also included the basic qualifications for a non pro license, plus the LTO requirements needed for its renewal.
Getting a non pro license is one big step in becoming an adult.
Non-pro license requirements 2022:
1. A duly accomplished LTO driver’s license application form (ADL).
2. A student permit that’s at least one month old.

3. A medical certificate from an LTO accredited clinic. This will prove that you’re mentally and physically fit to drive a motor vehicle. Do note that a scanned copy of the medical certificate will be sent to the LTO IT system.
4. An applicant must pass the practical examination and written examination. Applicants who have failed the written test or practical test twice are not allowed to apply for a non pro license for two years.
5. For foreigners, you’ll need to present your original passport and visa, and a copy of each. If born in the Philippines, you’ll need to present a birth certificate authenticated by the National Statistics Office to meet the LTO non pro requirements.

Non-professional Driver’s License Qualifications
1. The applicant must be at least 17 years of age when applying for a non-pro driver’s license at LTO.
2. Must be physically and mentally fit to operate a motorized vehicle.
3. The applicant must be a holder of a valid student driver’s permit.
4. The applicant must be able to read and write in English, or Filipino, or a local dialect.
5. The applicant must pass the practical driving exam and the written exam.
6. In going to the LTO office, the applicant must be presentable. Your picture will be taken there after all. As such, wearing sandos, shorts, and slippers are prohibited.

Non-professional Driver’s License Requirements for Renewal
1. An applicant’s non pro license is due to expire.
2. Duly accomplished driver’s license application form or ADL.
3. Medical certificate from a Department of Health or LTO accredited clinic.
Note: The mandatory testing for the renewal of a driver’s license is no longer required.

What are the fees for getting a non-professional driver’s license?
These are the total expenses that you will have to pay for getting a non-professional driver's license. Please keep in mind that this might not be 100% accurate for you as the fee could vary between different regions:
Written exam: ₱167.63
Renting a drive test car: ₱200
Non-pro license fee: ₱652.63
In total, you need to pay around ₱1,000 to get a non-professional driver’s license.
Non-pro license requirements 2022: FAQ
1. Question: Is a mandatory drug test required for the application/renewal of an LTO driver’s license?
Answer: Mandatory drug testing for license application and renewal is no longer an LTO driver's license requirement as per Section 36 (A) of RA 9165, or the Comprehensive Dangerous Drugs Act of 2002, following the passing of RA10586.

Answer: To meet LTO's non pro requirements, individuals must get 30 out of 40 to pass.
