The Metropolitan Manila Development Authority (MMDA) introduced a new set of guidelines called granular lockdown last September 16. It has placed the National Capital Region (NCR) under Alert Level 4, the second-highest alert level under the new system, which affects areas such as Makati City.

But despite the major adjustments, the City of Makati is still standing firm in strictly implementing its Modified Number Coding. It follows the number coding resumption last May 15 after NCR was reverted to a general community quarantine (GCQ).
There are few exemptions to Makati City’s Modified Number Coding. On weekends and holidays, the number coding is lifted. Moreover, vehicles with two or more people are exempted from being apprehended. This exemption encourages car owners around Makati City to carpool, resulting in lesser vehicles on the road.
Be advised
The Modified Number Coding Scheme also exempts certain types of vehicles under Section 138 of the Makati Traffic Code. See the list below for reference as per the My Makati Facebook page:
- Motorcycles
- Ambulance, fire trucks, military vehicles, police patrol on official functions
- Diplomatic vehicles with diplomatic plates
- Government vehicles with government plates or appropriate LTO stickers or marking expressly showing the name of the agency or office while in use
- Official media vehicles with markings expressly showing their company while in official use
- Tow trucks duly accredited by the City of Makati
- Vehicles used by medical practitioners in an emergency
- Vehicles with Senior Citizen Blu Card holders as drivers or passengers
Furthermore, the Alert Level 4 in NCR, including the city of Makati, restricts persons below 18 years old and 65 years old to leave their homes, This includes those with immunodeficiencies, health risks, and pregnant women. Only essential travels such as obtaining goods and services are allowed during the period of the new alert level.
