We previously reported that the Land Transportation Office (LTO) will be rolling out the drivers licenses valid for 10 years. This is in accordance with Republic Act 10930 which made changes to the Land Transportation and Traffic Code and empowered the LTO to conduct examinations as prerequisites for granting licenses.

According to a more recent press release, the LTO has stressed that the issuance of the 10-year driver’s license is only available at the LTO’s central office in the meantime, specifically its Licensing Section and the Quezon City Licensing Center. The issuance of the 10-year driver’s license that started on October 28, 2021 is still on its pilot run. This will be made available in other LTO offices in Metro Manila after a period of one week.
As a reminder, the 10-year driver’s license entails additional requirements. First, current motorists who wish to avail of a driver’s license with 10-year validity should have a spotless and clean LTO record.
Second, they must also undergo the Comprehensive Driver’s Education (CDE) examination. This consists of 25 questions for both non-professional and professional driver’s licenses. To pass, one should get at least 13 correct answers out of the 25 questions.
Of note, the said exam can be taken through the LTO online portal or at the agency’s drivers education centers. If one prefers the latter, then do note that a CDE refresher seminar on road rules, road safety, and road courtesy is required prior to the exam. This will take a maximum of five hours. The same contents of the CDE seminar are also available on the LTO online portal.
Other than that, the CDE seminar and CDE examination can also be taken at LTO-accredited driving schools for a fee.

Individuals who fail the CDE exam will be required to retake the test. For those living in areas where the 10-year license validity is not yet being offered, they will go through the old system for license renewal.
Moreover, the LTO will be extending the validity of expired driver’s licenses by two months from the date of expiration to give motorists ample time to prepare the aforementioned requirements.
