The Metropolitan Manila Development Authority (MMDA) welcomes its new officials as it continues to work in accordance with its mandate to ensure the delivery of services within the National Capital Region.
Procopio Lipana had an extensive tour of duty as a police official
Procopio Lipana assumes his role as the agency’s new General Manager, replacing Engr. Baltazar Melgar. Lipana was appointed by President Ferdinand Marcos, Jr. on November 11, 2022. Meanwhile, Frisco San Juan, Jr. returns to his post as Deputy Chairman, having served in the same capacity during the previous administration. He received his appointment on November 16.
Both officials vowed to support the programs of the MMDA that will be initiated by Chairman Atty. Romano Artes for the benefit of Metro Manila and its residents.
“The MMDA have so many diversified tasks pursuant to its mandates – traffic management, flood control, land use and urban renewal, and public safety, among others,” said Lipana during the agency’s flag raising ceremony Monday. “The directive of Chairman Artes is to improve and maximize the agency personnel’s visibility particularly on major thoroughfares.”

For his part, San Juan expressed his gratitude on his return to the agency. “With my appointment as Deputy Chairman again, I will continue to serve the public by ensuring that the agency provides quality services in line with its mandates,” he said.
Lipana is a retired police colonel and former Projects and Program officer of Quezon City’s Market development and Administration Department (MDAD). He was also Deputy District Director for Administration and District Directorial Staff Chief at Quezon City Police District (QCPD). Lipana served as Provincial Director of the Camarines Sur Police Provincial Office, as well as Chief of Police for San Juan City.
San Juan Jr. previously served as MMDA Deputy Chairman and General Manager from 2016 to 2022. Prior to his first appointment with the agency, he served as Vice Governor of Rizal Province from 2009 to 2016.
