LTO Chief Tugade signs IRR of Vintage Vehicle Regulation Act

Vintage cars are coming back to roads.

The Land Transportation Office (LTO) announced that Chief Assistant Secretary Jayart Tugade signed the approved Implementing Rules and Regulations (IRR) of the Vintage Vehicle Regulation Act, or Republic Act No. 11698.

Held at the Presidential Car Museum in Quezon City, the signing ceremony was attended by representatives from various agencies including Tugade, Senate President Juan Miguel Zubiri, Senator Francis Tolentino, and Northern Samar 1st District Representative Paul Daza, among others.

The IRR ensures the preservation of vintage motor vehicles in the country. A car is considered vintage when it is at least 40 years old from the date of manufacture, with its engine, chassis, steering assembly, and suspension assembly are either original or authentic.

Considering the underlying safety concerns regarding this type of vehicle, the LTO shall implement the minimum standards in the inspection of vintage vehicles under Rule IV. These will also serve as guidelines for owners, repair, and restoration shops regarding specifications and permitted modifications.

The agency is supporting those who want to bring their vehicle car back to life

Another rule states that owners can register their vintage vehicles with the LTO even those with lost papers. For a more convenient motor vehicle registration process, the government agency now allows motorists to register online via the Land Transportation Management System (LTMS).

But do note that replicas and reproductions will not be included in the vintage vehicle classification. To qualify, the body of the vehicle should not have been altered in general appearance.
