The National Capital Region (NCR) has been placed under the Enhanced Community Quarantine from August 6 to 20, 2021. This means that movement outside is once again limited to essential travel with several checkpoints within Metro Manila. The decision to put NCR under ECQ is to help curb the rising COVID-19 Delta variant cases, which is regarded as the “fastest and the fittest version of Corona virus” to date.

The Inter-Agency Task Force (IATF) has released several protocols that limit the movement of individuals to prevent the further spread of the COVID-19 Delta variant. One of the measures that are being implemented by the IATF is putting up several checkpoints in key locations in NCR.
The Department of Interior and Local Government (DILG) previously said that checkpoints are manned by the Joint Task Force COVID Shield, a team composed of the Philippine National Police (PNP), Armed Forces of the Philippines, Philippine Coast Guard, and the Bureau of Fire Protection.
Medical frontliners are part of APORs
Authorized Persons Outside of Residence (APOR) are the only individuals allowed to move around Metro Manila as per guidelines of the IATF. On the other hand, Consumer APORs can go outside to buy food, and other essential goods; provided that he/she has a quarantine pass. For the complete list of APORs as per IATF, click here.
Metro Manila also has longer curfew hours, from 8 p.m. to 4 a.m. until August 20. The longer curfew hours were approved unanimously by the 17 Metro Manila mayors. The MMC clarified that individuals who are scheduled to be vaccinated during the ECQ period will be exempted from the curfew hours. The said individuals need to provide appropriate documentation to authorities to avoid confusion.
