The threat brought upon by COVID-19 has pushed almost all industries to go digital. Now, the Land Transportation Office (LTO) announced that you can apply or renew your driver’s license at the comfort of your home.
Through LTO’s Land Transport Management System (LTMS), driver’s license transactions may now be processed online. The agency said that individuals may now submit an application for new and renewal of driver’s/conductor’s license, and other miscellaneous transactions online.
Individuals may also book an appointment and pay for driver’s license transactions online by simply creating an account at portal.lto.gov.ph.

The LTMS also includes an online application for student permit but LTO said that this is temporarily on hold and would probably be available in early August.
Of note, the online transaction in relation to driver’s license is currently under pilot test. It was launched by LTO in line with the Department of Transportation’s (DOTr) initiative to go digital or online.
LTO’s online system for driver’s license application or renewal also intends to limit social interaction to its several offices to prevent the spread of COVID-19.

LTO chief Assistant Secretary Edgar Galvante said that the online transaction or processing of driver’s license is the agency’s effort to transition to a digital environment.
“We are fast-tracking necessary preparations so that more LTO offices will be equipped with the LTMS. Rest assured that while we shift to the new normal, we will surely adapt to digitalization. That’s where we are heading,” Galvante said.
As such, Galvante added that by next week, LTO will be pilot testing the online system for motor vehicle registration.
The online service for driver’s license transactions is currently available at 24 LTO offices nationwide. Here are the following LTO offices:

On the other hand, DOTr has started working on means to deliver vehicle license plates as well as driver’s licenses straight to your home. This is also inline with the agency’s direction in going full digital as its response in limiting the spread of COVID-19.
