Congressman: Suspend emission test as vehicle registration requirement

Cagayan De Oro City 2^nd District Rep. Rufus Rodriguez is calling on the Department of Transportation (DoTr) and the Land Transportation Office (LTO) to suspend emission test as a test vehicle requirement until the end of the year. This proposal is in consideration of the continuous threats of the COVID-19 pandemic.

Rep. Rufus Rodriguez has filed House Resolution No. 1007, which calls on the House of Representatives to express its collective sense for the suspension of the requirement, to ease long lines and unusual delays in the process of registration. He added that most of the transactions during emission testing violate social distancing protocols.

“An example is Cagayan De Oro City where complaints have been piling up because what is happening is that owners of motor vehicles have to line up very early in the morning in order to get a number which they get after lining up for four to five hours and then they wait until their number is called and they will be given an appointment for their emission test which is at least two weeks away,” Rodriguez said.

“To address this and to make it easier for vehicle owners, the Department of Transportation and the Land Transportation Office could suspend the emissions testing requirement until the end of the year,” he added.

If the proposal is approved, then it will surely make the lives of vehicle owners a lot easier. They no longer have to line up early and risk their health due to the growing effects of the COVID-19.

Rodriguez said that the temporarily suspending of mandatory emission tests would allow DoTr and LTO to look into numerous complaints and allegations impropriety against these privately-owned testing centers all over the country.
