The Metropolitan Manila Development Authority (MMDA) announced that it is implementing a stop-and-go traffic scheme along EDSA-Shaw Boulevard northbound until February 10, 2023.

According to the government agency, the stop-and-go traffic scheme is intended for the 52nd Southeast Asian Ministers of Education Organization (SEAMEO) Council Conference, which is held at Shangri-La Hotel EDSA, Mandaluyong City.
With the scheme, the delegates of the 52nd SEAMEO can get to the conference without being held up in traffic. It orders incoming traffic going northbound to stop to make way for the delegates.
The SEAMEO is a regional intergovernmental organization that aims to promote cooperation in education, culture, and science in Southeast Asia. Its highest policy-making body is the SEAMEO Council, which comprises 11 Southeast Asian education ministers including the Philippines.

To allow the stop-&-go traffic scheme along EDSA-Shaw Boulevard northbound, the MMDA has deployed a total of 685 personnel. These will ensure the smooth flow of traffic, as well as the safety of motorists considering that stopping on a highway can lead to road accidents.
For the 4-day duration of the conference, you can consider taking another route as the stop-&-go traffic scheme should slow down traffic in the area. That is if you are in a rush or you have meetings to catch.
The MMDA didn’t mention the time when the delegates will pass the area. What we know is that the conference is running starting today, February 7 until February 10, 2023. As such, plan your route ahead of time to avoid inconvenience on the road.
Meanwhile, traffic is expected to be relatively smoother as the MMDA clarified that all lanes of the EDSA-Ayala southbound service road are now passable to private vehicles, except the bike lane on the rightmost side. The agency continued by saying that the EDSA Carousel-Ayala loading and unloading bay was already moved to the One Ayala Terminal.
