The 17 Metro Manila mayors that compose the Metro Manila Council (MMC) have approved the single ticketing system proposed by the Metro Manila Development Authority (MMDA).

The single ticketing system in National Capital Region (NCR) means that all cities within Metro Manila will have a unified or standardized list of traffic violations along with the corresponding fines. The said system intends to simplify the enforcement of traffic rules and regulations under the Metro Manila Traffic Code (MMTC).
This means that traffic rules and fines will be the same in all cities in Metro Manila. The MMDA said that it will be setting up an interconnected system with the Land Transportation (LTO) as well as with the different Metro Manila cities to ensure seamless implementation of the single ticketing system.
The single ticketing system is based on the MMDA Resolution No. 23-02. It intends to “harmonize the existing national and local laws on traffic enforcement to establish effective transport and traffic management in Metro Manila.”

Acting MMDA Chairman Romando Artes noted that the single ticketing system will help avoid confusion among motorists. Moreover, apprehended motorists can pay the fine/s for their violations electronically while traffic enforcers will not be allowed to confiscate driver’s licenses.
"The single ticketing system would help avoid confusion among our driving public, as well as option to pay electronically for their violations. Driver's license will also not be confiscated during apprehension," Artes said.
MMC President and San Juan City Mayor Francis Zamora explained that local government units in NCR should pass their respective ordinances in regard to the implementation of the MMTC 2023. Metro Manila Mayors should have their respective ordinances on or before March 15.
“The Metro Manila LGUs will have to pass their respective ordinances adapting the Metro Manila Traffic Code 2023 on or before March 15, 2023 to fully implement the single ticketing system," Zamora noted.

The MMDA has also listed the common traffic violations included in the single ticketing system. Some of these are the following: Disregarding Traffic Signs, Illegal Parking, Number coding, Dress Code for Motorcycles, Unauthorized Modification, and Reckless Driving, among others.
Also included are traffic violations under special laws, which are Failure to use Seat Belt, Failure to use Child Restraint System, and No Motorcycle Helmet, among others.
The MMDA and the MMC have yet to officially announce the official start of the single ticketing system. As stated above, LGUs need to pass their respective ordinances on or before March 15, 2023.
