LTO to conduct regular trainings for traffic personnel

Not a few motorists have complained of being apprehended on the road by enforcers with seemingly questionable knowledge of traffic laws. The Land Transportation Office (LTO) plans to address this concern by subjecting its field personnel to regular training sessions and sharpen their capabilities.

“I believe that with the enormous amount of personnel we have, some of them may be lacking in knowledge of traffic law enforcement. That is why we think that conducting trainings and seminars on a continuous basis is the answer,” said LTO Chief Assistant Secretary Teofilo Guadiz III.

“Regular trainings have long been a part of my tenure as LTO Regional Director for 12 years, so I think it’s best to apply the same now I’m the LTO Chief.”

He emphasized that if motorists are required to take an exam as a prerequisite for holding a license, the LTO’s traffic enforcers must also be held to the same standard regarding their knowledge of traffic laws.

At present, the agency’s traffic enforcers are subjected to a two-day live-in seminar annually. This aims to familiarize them with changes in traffic laws and observe their actions in the field. The proposed regular training will be made mandatory, to ensure that LTO traffic enforcers will be well-versed with Philippine traffic rules and regulations.  

Guadiz adds apart from LTO enforcers, the agency’s district office chiefs all over the country will also be required to undergo training, to improve their managerial skills.

“Proper enforcement of the country’s traffic laws is a must, the LTO being an apprehending agency. The constant and continuing re-training will help the LTO make sure that its traffic enforcers become more efficient and knowledgeable on which specific law to apply and improve traffic apprehension methods on the road,” he noted.

Guadiz says that this is just one of the programs under the current LTO leadership that aims to enforce traffic laws justly and fairly for the benefit of the public.
