The Metropolitan Manila Development Authority (MMDA) has released an advisory announcing full road closures to make way for construction works in relation to the Metro Manila Skyway Stage 3 Project.
The road closures will make way for more construction works for Skyway Stage 3
These closures will take effect from October 21, 2023, at 10 p.m. until October 22, 2023 at 7:00 p.m. This announcement for road closures applies to the following roads:
-Valenzuela Street corner Tomas Claudio Street facing westbound motorists (Valenzuela Street to Beata Street bound).
-Beata St. Corner Tomas Claudio St. facing eastbound motorists (Beata St. to Valenzuela St. bound).
- Quirino Ave. corner Tomas Claudio St. facing eastbound motorists (Quirino Ave. to Beata and Valenzuela St. bound).
- Quirino Ave. corner Jesus St. facing eastbound motorists (Quirino Ave. to Beata and Valenzuela St. bound).
According to the MMDA, the reason for these closures is for the pouring of concrete which will form the coping beams of Skyway Stage 3. As such, the agency is advising motorists to take alternate routes “to avoid inconvenience.”
As a reminder, the Skyway Stage 3 project was started back in 2014. It is an elevated roadway touted by a number of agencies including the MMDA, as a long-term solution to Metro Manila’s traffic.
In total, it spans 18.30 kilometers and links the North Luzon Expressway (NLEX) and the South Luzon Expressway (SLEX). It provides faster travel times for motorists heading north to south and vice versa, as it supersedes the need to enter the in-city roads of the Metro.

The concessionaire of Skyway Stage 3 is the San Miguel Corporation (SMC). Other expressways within SMC’s portfolio include Southern Tagalog Arterial Road (STAR), NAIA Expressway (NIAX), and the Tarlac-Pangasinan-La Union (TPLEX) expressway. All tollways under SMC use the Autosweed RFID.
The last major construction work on the Skyway Stage 3 which necessitated road closures was back in August 2022. Back then, the MMDA closed off Tomas Claudio Street in the city of Manila - one of the roads that will see another temporary closure in this latest advisory.
