List of people allowed to cross NCR Plus borders 

A few days before the upcoming enhanced community quarantine (ECQ) on August 6, 2021, the Department of the Interior and Local Government announced the individuals that are considered as authorized persons outside of residence (APOR). Of note, these are the people who are allowed to cross the borders of the NCR Plus bubble that were once again put up on July 31, 2021.

The border checkpoints were placed to suppress the spread of the COVID-19 Delta variant

Here are the individuals classified as APOR:  

1. Health and emergency frontline services 
2. Uniformed personnel 
3. Government officials and employees of official travel 
4. Authorized relief and humanitarian assistance groups 
5. People traveling to and from the airport 
6. People traveling for medical or humanitarian purposes 
7. Employees working in industries permitted to operate 
8. Public utility vehicle operators 

To certify to the border checks that one is indeed an APOR, one should provide any of the following: (1) Inter-agency Task Force for the Management of Emerging Infectious Diseases (IATF) identification card, (2) valid ID or documentation issued by establishments permitted to operate in the current quarantine status, and (3) documents that prove that one’s travel is allowed.  

Apart from APOR, DILG spokesperson Jonathan Malaya also reminded the Philippine National Police (PNP) to allow cargo and delivery vehicles to pass freely on all quarantine control points.   

Those not belonging to any of the listed APOR or those who cannot provide proof that they are indeed authorized to cross the NCR Plus border will be asked to turn back and go home.

For those unaware, the NCR Plus travel bubble is in accordance with IATF Resolution No. 130-A. This resolution places Metro Manila, Bulacan, Rizal, Laguna, and Cavite under heightened restrictions. These measures were decided upon to curb the spread of COVID-19 and its dreaded Delta variant.  

The said borders are then manned by checkpoints consisting of personnel from the PNP, Armed Forces of the Philippines (AFP), Philippine Coast Guard (PCG), and the Bureau of Fire Protection (BFP).
