On April 23, Miriel Custodio posted a video on her Facebook page which shows that two Metropolitan Manila Development Authority (MMDA) enforces are allegedly extorting money from her in Quezon City. The video went viral and has reached the government agency’s new Chairman, Benhur Abalos.
Based on the post by Miriel Custodio, the MMDA enforcers, identified as Edmon Belleca and Christian Malemit, charged her with reckless driving for Php 2,000 and distracted driving for Php 5,000 after they saw her using her phone for navigation. To suspend the said violations, the two enforcers reportedly asked for Php 1,000 as bribe money.

In response, MMDA Chairman Benhur Abalos put the two enforcers under preventive suspension for 90 days. And if the results of the investigation show that the enforcers are proven guilty of extortion and grave misconduct, then Belleca and Malemit will be dismissed from the service.
“Upon learning of the incident, I immediately ordered our TDO and Legal Department to conduct a thorough investigation,” said Abalos. “I am very angry with what they did, they have besmirched the name of the agency. However, administrative procedures require that they be given due process,” he added.
The case is still under investigation
MMDA Traffic Discipline Office head Teroy Taguinod has also expressed his disappointment towards the two enforcers.
“I am disappointed on the alleged extortion committed by Belleca and Malemit. We frequently remind our enforcers to do the right thing as public servants and they should not engage in illegal activities,” said Taguinod.
Illegal acts like these shouldn’t be tolerated as they can be abused by other MMDA enforcers. This can happen to those who had a violation, as well as to those who don’t. As such, the government agency encouraged the motorists and the public to report any scrupulous activities among its personnel.
