The Land Transportation Office (LTO) wants to make the roads safer by launching its new Central Command Center (C3) that allows the public to report motor-related crimes, accidents, and other incidents.

The C3’s main objective is to conduct surveillance monitoring, coordination, and alarm monitoring to reports submitted through the CitiSend app. The LTO said that the C3 serves as the “central nerve” of the agency’s Operations and Law Enforcement Service. It also functions as the joint LTO and Philippine National Police (PNP) Operations and Control Center in cracking down motor-related crimes such as carnapping.
Anyone can report road crimes, violations, and other incidents to the LTO’s CitiSend app, which is available for download at Google Playstore, and soon on Apple App Store. Department of Transportation (DOTr) Secretary Arthur Tugade explained that the CitiSend app serves as the road user’s direct line of communication to the LTO.
“With the help of this infrastructure and once you use this CitiSend app, you will have a direct connection to LTO wherein happenings that affect security and safety of the public will be given solution and attention,” Tugade said.
The LTO is ready to take action on road incident reports
Road users may report the following through the CitiSend App:
- Lost and/or damaged number plate
- Stolen number plate
- Stolen motorcycle and/or motor vehicle
- Use of motorcycle and motor vehicle in a commission of a crime
- Road crash incidents
- Sale or disposition of the owner of his motorcycle/vehicle
- Inquiry of license plate availability
LTO Assistant Secretary Edgar Galvante said that the C3 project “is one of the flagship programs that the LTO has dared to pursue and was built to empower each and every road user.”
Last September 2021, the LTO has started to conduct pilot testing for its new central command center. During the testing phase, the agency revealed that the C3 facility will have a call center where it is available to receive calls 24/7. The C3 can be reached through the app or through the facility’s hotline at 1-342-586.

LTO’s C3 project was launched in 2020 with a budget of Php 950 million. It is equipped with a Motor Vehicle Recognition and Enforcement System (MVRES) that relies on license plate recognition software, as well as RFID scanning.
The LTO C3 is located on the fourth floor of the LTO Central Office on East Avenue in Quezon City.
