LTO suspends driver’s license of ex-cop in viral road rage video

The agency could permanently revoke his driver’s license, depending on the investigation.

The Land Transportation Office (LTO) has suspended the driver’s license of Wilfredo Gonzales for 90 days amid the ongoing investigation of his case.

Gonzales is a former Quezon City police officer who was involved in a viral road rage video on August 8, 2023 in Quezon City. He was caught assaulting a bicyclist, even pulling out a gun during the confrontation. As a result, the Philippine National Police (PNP) revoked the ex-cop’s permit to own and carry firearms outside of residence.

The LTO also found out that the Kia Rio (with license plate ULQ 802) is not registered under Gonzales. The government agency imposed a Show Cause Order to the owner, and is expected to appear on August 31.

Gonzales has two violations under the Republic Act 4136 – Section 27 (Improper Person to Operate a Vehicle) and Section 48 (Reckless Driving). The LTO also requested the registered owner to submit a notarized affidavit explaining whether Menzoda should be sanctioned with Section 27.

Depending on the outcome of the investigation, the LTO could permanently revoke Gonzales’ driver’s license. The decision to temporarily suspend the driver’s license was already presented to the office of Department of Transportation (DOTr) Secretary Jaime Bautista.

“Hindi pa ito ang final decision. Kasalukuyang ini-imbestigahan ang kasong ito at depende sa outcome ng pag-iimbestiga, maaring permanent revocation at lifetime na hindi na siya maiisyuhan ng driver’s license,” said LTO Chief Assistant Secretary Atty. Vigor Mendoza II.

(This is not the final decision. We are currently investigating this case and depending on the outcome of the investigation, we could impose permanent revocation and we won’t issue him a driver’s license for a lifetime.)

The swift suspension of driver’s license is said to be part of Mendoza’s initiative to provide faster and more efficient services. Gonzales is being summoned to explain why the agency should not revoke his license.
