Toyota PH receives first-ever AEO accreditation in the country

The country’s top automaker will enjoy faster Customs processing.  

 

Toyota Motor Philippines (TMP) is the first importer in the country to qualify under the Authorized Economic Operator (AEO) standard. The automaker has been granted Level 1 accreditation status, being one of five companies that have applied to the program.

Toyota Motor Philippines (TMP) is the first importer in the country admitted into the AEO program as a Level 1 member 

According to a report by business website Port Calls, this was announced by the Bureau of Customs (BoC) through Deputy Commissioner Edward James Dy Buco in a signed memorandum dated February 9, 2022. 

In a nutshell, TMP was able to comply with the necessary criteria for accreditation. These include having adequate measures to protect cargo, maintaining an efficient record-keeping system, and implementing procedures for selecting business partners and ensuring that they meet TMP’s supply chain needs. 

As a Level 1 AEO member, TMP will be exempted from having its accreditation renewed annually, only required to periodically update its information and documentary requirements as part of its membership. It will be allowed to use trade documents such as bills of lading and invoices for self-assessment of duties and tax liabilities for the products it imports into the country.

Depending on how much TMP complies with accreditation requirements as determined by post-clearance audits, it can eventually earn an upgrade to Level 2 membership. This entails additional benefits including a dedicated processing lane, advance clearance process, periodic lodgement, and a one-time exemption certificate. Customs clearance for exports will also be expedited.

Further promotion to Level 3 membership is possible, carrying extended privileges as determined by the BoC commissioner in consultation with the AEO Office to be created.        

The AEO program is a customs-to-business partnership designed to enhance international supply chain security, allowing the movement of legitimate goods across trade borders. Launched in December 2019 by the BoC, the Philippine version is part of the country’s commitment to the World Customs Organization’s Standards to Secure and Facilitate Global Trade (SAFE Framework).

Further upgrades to Level 2 and Level 3 membership are possible for the automaker  

A firm accredited under the AEO program will be recognized as a trusted ally by the BoC, enjoying perks such as shortened processing times and recognition as a low-risk company. Inspections by other Customs authorities will be shortened for accredited businesses, provided that the membership is recognized internationally under a mutual recognition program through bilateral or multilateral ties.
