Mild hybrid vehicles not exempted from number coding, DOE says

The Department of Energy (DOE) released the updated list of recognized electric vehicles that qualify to be exempted from the number coding scheme. The DOE’s updated list doesn’t include mild hybrid vehicles such as the Suzuki Ertiga Hybrid and the Geely Okavango.

The number coding exemption is granted to electric vehicles as stated in the Republic Act (RA) 11697 or the Electric Vehicle Industry Development Act. The said RA is also referred to as the EVIDA Law wherein electrified vehicles including electric vehicles, full hybrid vehicles, and plug-in hybrids are exempted from the Unified Vehicular Volume Reduction Program (UVVRP), or number coding.

There’s no mention of a mild hybrid being included in the EVIDA Law since the said type of powertrain doesn’t have the capability to run on electric power alone. Speaking of which, the DOE explained that an Electric Vehicle (EV) refers to automobiles with “at least one electric drive for vehicle propulsion.”

The MMDA previously asked the Land Transportation Office (LTO) to list down the EVs and hybrid cars that are exempted from the number coding. Good thing though that the DOE has finally released an updated list of cars (as of October 2023) that qualify to be exempted from number coding.

The DOE added that its EV registry is still open for manufacturers, assemblers, importers, and rebuilders of other EVs to be recognized on this list.

However, the DOE said that the recognition of an EV is not automatic upon submission of the Notice of Application. The technical specification of the vehicle will be subjected to review and it will be evaluated based on the EV definitions set by the EVIDA Law.

The application will be processed by the Energy Utilization Management Bureau (EUMB) within 20 working days. Upon recognition of applied EVs, the vehicles will be included in the official EV listing/database.
