The issue about the availability of car license plates in the Philippines has been going on for years. The backlog in terms of manufacturing and distributing it has been one of the headaches of the concerned government agencies.

Last 2018, the Department of Transportation (DOTr), and the Land Transportation Office (LTO) conducted a discussion about the delayed distribution of license plates. The two agencies said that license plates from as far back as 2013 will be distributed to registered owners.
The LTO has also inaugurated its own Plate Making Plant back in April 2018 to address the backlog concerning the vehicle license plates. The said manufacturing plant is situated at the LTO Central Office in Quezon City. The LTO added that its own Plate Making Plant will enable the agency to “manufacture vehicle plates in a manner that is fast and efficient.” The agency shared that the plant’s Manual Embossing Machines can produce up to 22,000 plates per day.
In 2020, DOTr Secretary Arthur Tugade said that vehicle license plates will be delivered to respective owners as part of the agency’s digitization program. But the agency has yet to release a timeline regarding the matter.
