The Department of Public Works and Highways (DPWH) – South Manila District Engineering Office (SMDEO) announced that it will close both ends of Andrews Avenue at Newport 10th Street, and the Pasay Baclaran boundary from 8:00 a.m. to 5:00 p.m. until November 25, 2023.

The reason for the said road closure is linked to the SMDEO’s mission to improve the drainage structures found along the length of Andrews Ave. Doing so will address the perennial flooding that’s plaguing the areas adjacent to the said stretch of road.
According to SMDEO Engineer Makunug D. Macud, the drainage system along Andrews Ave., Aurora Boulevard, and the Pasay Baclaran Boundary will be improved by simultaneously constructing box culverts in 50-meter sections on both ends of the said road. This was stated by Macud in his report to DPWH Regional Director Loreta M. Malulan.
In connection with the construction of this drainage project, DPWH-NCR said that moderate to heavy traffic is expected in the vicinity of Andrews Ave. As such, the public is advised to use alternate routes.
Alternate route for motorists coming from EDSA heading to Andrews Ave.
For motorists heading to Andrews Ave., they may pass through Don Carlos Revilla Street, then towards Sampaguita Street, and then to BAC III Dr. Street.
Those coming from Andrews Ave. and traveling towards EDSA may take St. Peter Street, and then Clemente Jose St.
Note that Andrews Ave. is a crucial thoroughfare in Pasay as it is one of the routes providing access to the number of hotels and business establishments on the south side of Villamor, near the Ninoy Aquino International Airport (NAIA).
As one could imagine, flooding on Andrews Ave. is highly disruptive for motorists, as well as the businesses in the area. Flooding on this stretch of road may even hinder those heading to and from the NAIA airport itself.

With all that said, let us hope that SMDEO’s drainage system project will work, and thus finally rid Andrews Ave. of its flood problems.
