It exempts vehicles with two or more people on board.

The Metropolitan Manila Development Authority (MMDA) introduced a new set of guidelines called granular lockdown last September 16. It has placed the National Capital Region (NCR) under Alert Level 4, the second-highest alert level under the new system, which affects areas such as Makati City.

But despite the major adjustments, the City of Makati is still standing firm in strictly implementing its Modified Number Coding. It follows the number coding resumption last May 15 after NCR was reverted to a general community quarantine (GCQ).

There are few exemptions to Makati City’s Modified Number Coding. On weekends and holidays, the number coding is lifted. Moreover, vehicles with two or more people are exempted from being apprehended. This exemption encourages car owners around Makati City to carpool, resulting in lesser vehicles on the road.
