LTO appeals to previous card supplier to withdraw case filed

Land Transportation Office (LTO) Chief Assistant Secretary Atty. Vigor Mendoza II has appealed to the previous card supplier, Allcards, Inc., to withdraw the writ of preliminary injunction (WPI) it filed.

As said in our previous report, motorists would be affected if the WPI comes into effect as it would result in a shortage of driver’s licenses. The government agency would have to resort back to using paper for issuing driver’s licenses, causing backlogs and inconvenience yet again among millions of motorists.

On top of that, the LTO would only be able to produce driver’s licenses that expired in May and June. The agency also voiced out that its employees would be affected as they have been receiving end of frustrations from motorists.

A preliminary injunction allows concerned parties to present their cases before the judge makes a final decision. If the WPI goes into effect, the LTO is planning to file a motion for consideration to the court of appeals via the official office of the solicitor general.

“In this regard and on behalf of the millions of our clients, I personally extend my appeal to the Allcards, Inc. not to pursue the case it filed anymore for the sake of the Filipino people who are at the core of both our mission and vision to have easier and convenient way of life through reliable technology platforms,” said Mendoza II.

The issue would affect millions of motorists

The agency is likewise urging the Department of Transportation (DOTr) to start the bidding for next year to prevent driver’s license shortage in the future. The current supplier, Banner Plasticard, Inc., has produced around 1.9 million cards so far, with a target to deliver 3.3 million cards under the contract.

In the event that Allcards won’t acquiesce to the LTO’s pleas, the agency assures it is “ready to go on any prolonged legal battles on the issue and to exhaust all the available legal remedies to address this problem.”
