The Municipality of Hermosa in Bataan passed a new ordinance that aims to give motorists traveling along the Subic–Clark–Tarlac Expressway (SCTEX) a safer driving experience.

Ordinance No. 1 Series of 2022 or the Municipality of Hermosa’s “Anti-Stoning Ordinance” states that stoning committed in the portions of the SCTEX within its municipality is unlawful and shall be penalized accordingly.
The reason behind passing the said ordinance is due to the increasing incidents of stoning or throwing stones onto the expressway, affecting overall road safety. Hermosa Mayor Joseph Antonio Inton said that the anti-stoning ordinance is meant to address the increasing incidents of stoning, which is at times committed by minors.
“This law is the LGU’s response to the increasing incidents of stoning, at times committed by minors, that damaged vehicles and caused accidents in SCTEX. This also aims to prevent minors from endangering themselves and SCTEX motorists,” said Mayor Inton.
NLEX Corp. President J. Luigi L. Bautista extended his appreciation to Mayor Inton for passing such an ordinance that aims to reduce the incidents of stoning along the SCTEX.
“Taos-pusong pasasalamat sa Bayan ng Hermosa, at sa Sanggunian nito, sa patuloy na partnership at walang sawang pagsuporta sa NLEX, lalong-lalo na po sa aming mga road safety campaigns,” said Bautista.

Other than the Municipality of Hermosa, there are also other local government units that have a similar ordinance. The City of Mabalacat as well as the Municipality of Floridablanca in Pampanga has also passed an anti-stoning ordinance. This is to uphold road safety along the North Luzon Expressway (NLEX) and SCTEX.
The SCTEX and other expressways in the country are limited access facilities. The acts of throwing stones at vehicles traversing the road, climbing the fence/wall, and wandering, roaming, or meandering near SCTEX fences/overpasses are prohibited.
NLEX Corp. partners with Juvenile Justice and Welfare Council
Meanwhile, NLEX Corp. has partnered with the Juvenile Justice and Welfare Council (JJWC) to discuss the various policies and processes to protect the welfare of children at risk (CAR) and children in conflict with the law (CICL).
NLEX Corp. and JJWC held a seminar with the officials of local government units on procedures in handling and protecting the rights of CAR and CICL and deliver effective solutions to address the concerns involving minors.
