Recently, the Metropolitan Manila Development Authority (MMDA) has posted a reminder to motorcycle riders that they can stop and take shelter in several motorcycle lay-by bays under EDSA flyovers in the event of rain.

That’s because if you’ve been regularly out and about in Metro Manila during the summer, then you’ll have noticed that the city has been experiencing occasional bouts of summer rain showers. Expect the rains to come more frequently as we have already entered the wet season.
Of note, the MMDA is also reminding everyone of the regulations regarding the use of these lay-bys. For instance, the lay-by is for motorcycles only. Parking here for extended periods is also prohibited, save for when the instance of rain lasts more than ten minutes.
Furthermore, motorcyclists using the lay-by should park in an organized manner in order to maintain safety. The MMDA is also urging anyone using this facility to keep it clean at all times.
Lastly, the MMDA also says that stopping in random spots on EDSA might be dangerous. This is especially true during heavy rains, when visibility is hampered. Also, there are some instances where riding in the rain might be dangerous as well.

For those unaware of what a motorcycle lay-by is, these are designated areas under EDSA flyovers for motorcycle riders to take shelter in when it is raining. These are typically surrounded by high visibility barriers, with one or two signages indicating their use for emergencies.
The first one to be put up is located at the ground level of the Quezon Avenue flyover back in 2021. To this end, there are already several of these facilities located on EDSA.
