The Land Transportation Office (LTO) wants e-vehicles such as e-bikes and e-trikes to be registered. The agency is also proposing that drivers or users of the said vehicles should have valid driver’s licenses.

In a report by GMA News, LTO chief assistant secretary Atty. Vigor Mendoza II proposed that light e-vehicles such as e-bikes and e-trikes be registered. Mendoza said that the reason behind this proposal is based on the Republic Act 4136 or the Land Transportation and Traffic Code. RA 4136 states that all vehicles that use public roads maintained and funded by the government whether local or national to be registered.
Mendoza also said that drivers or users of e-bikes and e-trikes should have a valid driver’s license, which is the same proposition as the recent resolution released by the Metropolitan Manila Development Authority (MMDA) and the Metro Manila Council (MMC).

MMDA Regulation No. 24-022 series of 2024 states that e-bike and e-trike users will be prohibited from traversing national roads in Metro Manila starting in April. The said resolution also includes the prohibition of tricycles, pedicabs, pushcarts, and kuligligs on Metro Manila’s national roads.
The MMDA also shared that it will be implementing a Php 2,500 fine for those who violate the said resolution. MMDA acting chairman Atty. Don Artes added that e-bike or e-trike users should have a valid driver’s license. Artes clarified that those who cannot present their driver’s license upon apprehension shall be subject to impoundment of their respective vehicles.

“Due to the proliferation of e-vehicles, the MMC deemed it imperative to regulate and penalize those who will traverse the national roads using such means of transportation,” Artes said.
Artes also explained that the MMDA and the MMC are not totally banning the use of e-bikes. The agency just wants to regulate it since “it has been a common cause of traffic and road crash incidents.”
