NLEX-Harbor Link is now open: Travel from QC to Manila in 20 minutes

On Monday, June 15, 2020, the NLEX-Harbor Link was officially opened by the Department of Public Works and Highways (DPWH).

Known fully as the C3-R10 section of the North Luzon Expressway Harbor Link Segment 10, the new road is located in Navotas City, and as its name implies, it links up the ports directly to the R-10. With that, the new link greatly shortens travel time from the Manila Port to NLEX to just ten minutes. Which is of course a vast improvement over the old travel time of about an hour.

As a result, the NLEX-Harbor Link will further decongest the traffic on all major roads in the National Capital region. It will also help lessen the travel time between Manila and Quezon City down to around 15 to 20 minutes.

DPWH Secretary Mark Villar also added that while many trucks heading to and from the ports will greatly take advantage of the new road, other types of vehicles will be able to use it as well. With regards to additional toll fees however, Villar says that the exact charge for using the new road is still “up for discussion."

As of yet, no additional toll fees are to be collected, but currently, the DPWH, as well as the Toll Regulatory Board (TRB) is working on the said fee adjustment.

He also added that the new toll is included within the NLEX system, as such, there will be a need to adjust the toll for the entirety of NLEX but this adjustment will be minimal.

With its completion, the NLEX-Harbor Link also holds the distinction of the first government project under the “Build, Build, Build,” program to have been completed during the general community quarantine.
